Democratic congressional candidate Francine Busby said “you don’t need papers for voting.” Busby is running to represent California’s 50th district in a June 6th special election.

In the background you could hear someone telling Busby “they said they want to help us.” The next few seconds are muffled, however you can hear Busby responding:

BUSBY: Well sure, everybody can help. Yeah, absolutely. You can all help. Yeah, you don’t need papers for voting, you don’t need to be a registered voter to help.

    You are aware that 30 percent of the country is not registered to vote, right? As in, one in 3. Are you saying they’re all illegal aliens? Wtf? And, furthermore, that they’re legally prevented from working on a campaign?

    You don’t need voting papers in order to help [with my campaign].

    I would have been happier if she had reiterated that only registered voters can actually vote, but maybe it never occurred to her that anyone would break the law (or she didn’t want to insult her audience by implying that they might break the law).

    In standard English, for voting in the fragment You don’t need papers for voting is an adjective phrase that modifies the object noun papers. As in the proper parsing of the fragment:

    You – subject
    don’t need – phrasal verb (negated)
    papers for voting – object (noun modified by a adjectival prepositional phrase)

    Any native English speaker of normal competence would look to context to determine why, or for what, one would not need papers for voting to turn the fragment into a sentence. The infinitive verb form to help (“in the campaign” as stated in the preceeding comments by Busby and the question to which she was responding), both before and after the fragment in question, supplies the information needed to turn it into a sentence and ascertain the meaning. As in:

    To help (in the campaign), you don’t need papers for voting.

    Or

    You don’t need papers for voting to help (in the campaign)

    There is no possible sensible argument as to the proper reading of the statement here. Only an opportunity to claim to have ESP into the mind of Busby and/or demonstrate a limited grasp of standard English usage. Or, of course, a desire to engage in an intellectually dishonest propoganda exercise. I’ll offer no judgment as to which is going on here.

    Two good references on understanding standard English that you can try to argue with instead of me, if you really want to try that, are:

    So when she said “you do not need papers to vote”—there is precedent to remind some in an Hispanic audience that all a legally registered voter needs to bring to the polls is their voter registration card or whatever else the state uses to verify voters.

    3)You do not need to be a US citizen to work on someone’s campaign for elective office. Busby saying—in the last half of the sound bite—“anyone can help” is quite legal under US and California law.

    Busby is no skilled orator—that’s for sure. On the other hand, I hope true Republicans can understand and at least empathize with relative newcomers to the country. I don’t support undocumented workers given free access to our borders—or the vote. Nor do I condone the people who exploit illegals while the country continues to debate a better way to handle immigration from the rest of the Americas.

    But please understand this: Democrats as well as Republicans have long been using their political “tricks of the trade” to use Latino-Americans for whatever advantages they could. It was the NORM for Texas Democrats to simply “go down and buy votes” in border town barrios in close races.

    How else can you explain Lyndon Johnson winning the Dem Senate primary in Texas by getting Latinos in a Laredo County township to vote for him unanimously—and “in alphabetical order?” That was in a state-wide US Senate primary where Johnson won by a whopping 87 votes.

    I think this country can do better. Busby is history but I hope nobody goes off on some half-bent crusade “to keep illegals from voting” when there is no political movement afoot to support this hare-brained idea. Time would be better spent catching folks who forge documents—in which there is a thriving industry of rather sizable proportions.

    The man Lyndon Johnson “beat” in 1948 was one Coke Stevenson, the retiring Democratic Governor of Texas.

    LBJ wasn’t a liberal in those days although he was a staunch New Dealer. Even so, he was one of the more conservative Democrats in the US House.

    What LBJ definitely was: a hard-boiled pol who would stoop to any level to finally get into the US Senate. Stevenson got smeared mercilessly by the Johnson campaign—mostly by accusations that he was “on the take” from oil companies. One company in particular—Magnolia Oil—was alleged to pass money under the table to Stevenson in exchange for rights to drill for oil on his ranch. Supposedly, as LBJ alleged before and after the Senate campaign, the company never drilled for oil on Stevenson’s land—nor intended to.

    The New Republic re-opened the LBJ allegations about Stevenson in a 1990 article. Had the publication even bothered to check the country records of both Stevenson and the oil leases, they would never have run the story. Stevenson in the meantime had died in 1975.

    Coke Stevenson was an old-style Conservative, a “States’ Rightist”—and a man of integrity worth emulating. He lost in 1948 not because he was corrupt—but because he refused to stoop to LBJ’s level.
